I know that the system we have here in Australia to protect the children has failed numerous times,therefore resulting in the childs mismanagement from the parents and in some cases death of a child,even the elderly are living in shocking circumstances in which no one seems to care.

I don't understand your statement. all I can say is this: If you are aware of abuse, report it to the police. always. Often there is abuse in homes in convalescent homes. report it.
