Whatever height is good for you. If you are able to bend over you can make them just the depth the dirt needs to be to hold a plant up, 12 inches deep. Depends on how much dirt you want to put in them, it's a lot of work. If you can't bend over and need to stand while gardening, you put the beds up on legs to the proper height. That will also mean putting a bottom on the garden too, and having someone put all the dirt in the box up to the same 12 inch depth.
