The city may pay depending on the severity of the pothole and whether there was a lack of markings around it. If it's your standard pothole that doesn't usually damage vehicles then you may not have much luck pursuing it with the city. If it's a large pothole that is very dangerous to nearly every car passing, then you may have a case there.
Traditional auto insurance contracts will consider hitting a pothole or other object on the roadway to be a "collision" loss - an at-fault accident. It doesn't matter that it was a pothole you didn't see or whether or not there was an opportunity to avoid it because the insurance company's view is that you made contact with a road hazard while operating your vehicle and are now claiming damages for it.
At-fault accidents typically increase your rates, so discuss with your insurance carrier where the coverage will come from before formally filing the claim.

One time while riding my motorcycle I almost wiped out after hitting a pot hole on a major highway. I was so pissed off I was even contemplating suing the city, which would be a waste of money most likely.
Anyhow I called the city to complain that they almost killed me, and went back to take pictures the next day, I must have really have scared or gotten through to them because the pot hole was already patched.
Yes, it does stink that we can't hold them responsible, we just have to pay constant attention, and stop doing other things while were driving. Like talking on the phone, eating, etc..

Yes Leeroy, I felt your story because I have been there along with the indignation and frustration, but in Boston no matter how much attention you are paying when driving the darn potholes in this city are historic. Sometimes you have to sort of drive on the sidewalk completely in order to avoid the huge mother-hole that its in front of you. Thanks for your sharing.
There was a funny commercial on t.v. where the potholes actually talked. Maybe it was filmed in Boston.?
