Tomb of the Unknown Soldier refers to a grave in which the unidentifiable remains of a soldier are interred.

(My personal interpetation, not meant to be fact)
I think more than anything, it's a symbol to all soldiers who died in foreign lands while at war and their bodies were hastily buried with minimal markings or were not retrievable to be buried. All the men, buried around the world in unmarked graves making them unknown soldiers.
