If I owned and was president of an incorporated business in Illinois, had no employees and paid myself periodically as finances allowed, would I be considered an employee and be responsible to file quarterly wage reports and pay Unemployment Insurance taxes? If I'm not considered an employee, how should I pay myself and how would I report it?

I would definitely get a good tax accountant if you are the sole person in the corporation. Assuming it is an S-Corporation involves shareholders, and income in most cases can be passed down to the shareholders tax free. Also, it is taxed as a partership. There are many benefits and pitfalls if this is not done right. So...it depends on how you have the corporation set up to answer your question, and again, get the good tax accountant.
