Is there a Bluetooth Appolication that I can download to my tower Mack 4 Dual so I can run a wireless keyboard and trackpad, while Apple gets ready too release the Lion?

You don't need a bluetooth application, you need a bluetooth module or if your computer doesn't have a native bluetooth feature - a usb bluetooth adapter to connect the keyboard and trackpad. See this Bluetooth Quick Assist link. Are you sure your Mac 4 doesn't have bluetooth already? My G4 powerbook does. See if you disabled the connection in the system preferences.
