    It could be your ASB system malfunctioning due to a sensor not detecting rotation of a wheel or wheels, or a problem farther back from the wheels not allowing the system to function as it was designed to in sensing movement of the wheels. Theorectically an ASB system works by restricting flow of brake fluid to brakes on wheels it senses are in a skid (no rotation). So, what you end up with is a brake pedal that is hard, and a car that sometimes doesn't seem to want to stop as fast you'd like it to. Usually you can firmly tap the brake pedal a couple of times and follow through with a firm push and it will come out of it. But, that definitely needs to be looked at.
