    Concupiscence: A strong desire (Lat. inchoative of concupere)
    Considering this definition from my dictionary would a concupiscene
    be "one with a strong desire" or the quality of that desire?

    I believe you already know the meaning.
    It is an archaic word use by catholic translators to make the bible difficult to understand.

    Longrat is correct is means desire in a lustful way.
