How old is your computer? I read that some computers can not use IE9 as IE9 conflicts with some of the computer's programming (older operating systems). You have have to uninstall IE9 and downgrade to the version you had before (assuming IE8 here).

Then that's not the issue. Contact Microsoft. Their techs should be able to solve this for you http://support.microsoft.com/common/international.aspx?RDPATH=dm;en-us;select&target=assistance
