As a beginner, you need to learn the very basics in grammar and pronunciation. The cheapest way to begin is by buying or borrowing for free from a library, a language beginners course that includes audio CDs and basic text. That should give you the necessary platform to then engage in simple real conversation with German speaking people.

From there, you have to make an effort to continue practicing if you don't want to lose whatever you learned.You'll be spreken de deutsch in no time.

The best way is to be friends with Germans and learn it in real conversations. If not, find a German instructor and ask for one on one sessions. Watch German TV shows and news. Taking basic German courses is good. But you should practice speaking and listening everyday.
