Your printer properties dialog box opens when you select the Print option in your editing softwares and word processors, like Word or Photoshop.
There is a utility manager you can access, but I don't think the page order and other options are available there. You can see it this way:
On Mac: go to System Preferences > Print & Fax
On Windows: Control Panel > Printers & Faxes
