    What is considered the safest way for a toddler to board a boat?

    With it's Mother and wearing a life vest at all times if possible.
    It is assumed that the toddler is put in a life jacket before being taken aboard. The question is: Does an adult hold the toddler and step into the boat or is the toddler passed from one adult to another. I would choose the second choice if there is a flat surface on the boat (bow or side entrance) where the toddler and stand while the exchange is made. I choose that method because of the possibility of the adult carry a toddler making a misstep stepping onto a boat that is moving even slightly. I would welcome other opinions.
