To export contacts from your Yahoo Mail into Hotmail, you first need to save your Yahoo contact list in csv file format. To do so log into your Yahoo Mail. Click your Contacts tab. In Tools, go to 'Export...'. Select the Microsoft Outlook option and save the file to your computer.
Now open your Hotmail account. Go to 'Contact List'. You will open a 'People' window with a list of all your contacts. Click the 'Manage' link at the top and select 'Import'. Now you will be asked what contacts file you want to upload, select 'Yahoo Mail' and upload the file from your computer. Click the 'import contacts' button, and you're done.
