As I recall from grammar school, relative humidity is related to how much water air can hold. The atmosphere would not be able to exceed 100 per cent. At 100 per cent some form of precipitation (rain, hail, sleet, snow, fog) would take place. Absolute humidity would be expressed in terms of parts of water per unit of volume. Someone would be able to breathe in a rain storm at 100 per cent relative humidity. Only fish or insect larvae would be able to breathe in 100 per cent absolute humidity.
