Under Federal guidelines known as HIPPA, all records are supposed to be confidential, and are also supposed to be on a need to know basis for employees. A volunteer is not considered an employee, so they are suppose to have even less access. When records are not under the immediate control of an employee, records are supposed to be under lock and key.
