In California anyone can get a resellers license which entitles you to buy wholesale but requires you to pay taxes on anything you sell or use yourself. Wholesale merchandising usually requires volume purchases to qualify for wholesale prices. Typically, if you are interested in selling packaged nuts through your vending machines, you could be looking at a truckload from national wholesalers at a cost of ~$50,000.00 US. Of course You may not have $50 large in your pocket so you have to find a middle man…someone who bought a truck load of nuts and will sell part of their stock to you for a little more money. Ask the national wholesaler who buys from them in your area. That will give you a list to check out.
It depends on what you are trying to buy as well. The rules change when you are looking for wholesale fertilizer, raw frozen food products, appliances and tools. Air craft makers may give you a brake on a fleet of say 50 jets.
