Your mail box and all the others that mail is delivered by the United States Postal Service is for you to open only. It is a Federal Violation for anyone other than the person who receives mail at a mail box to open and in way touch, move, destroy or otherwise any mail located in the mailbox. If reported to the United States Postal Service can have that person arrested, tried in a court of law and sentenced to prison accordingly.

I believe he should only touch mail if you have left and only after he notifies the Post Office.
