Theoretically no. If you were married and are a widow/widower of someone who did pay into social security or are a child of someone who paid into social security - you can.

Something tells me that there may be ways around that, but that is what the intention of the SS Law says.

Well, there is SSI, and then there is SSDI. Anyone with a qualifying disability can be eligible for SSI. Then there is SSDI, which is primarily aimed toward people who have worked a certain length of time, determined in what is referred to as quarters worked. SSDI is sort of like disability insurance. In regards to retirement, that's something different, which your question didn't specifically define. But, you should try to talk to someone from Social Security, or at least someone who assists people in getting Social Security assistance.
