It is true that a baby needs as much one on one with "its mother" as much as possible. This is not necessarily true concerning interaction with others in the first year of life. This is known as bonding. A newborn needs to be held immediately by its mother when born and have constant interaction with her. However, one on one and a low teacher child ratio is always best in any teacher student relationship whether it is a child, teen or adult student. When the ratio is low the teacher has more time to devote to each student and thereby allow the student to receive what they need which is attention, tutoring and some cases love. So overall your question is based on truth as well as fact. Yes, this is true.
