    I suspect you will find your answer by a process of elimination. I assume your question includes state and local taxes and also includes fees and assorted government charges.

    I would like to eliminate one state from your quest: Washington State. Washington State has one of the highest sales taxes in the country and though there is no income tax the huge sales tax burden more than makes up for it's absence. Our property taxes are about average and the Business and Occupation Tax on business gross penalizes low margin companies and benefits high margin companies: ie: Microsoft. Where Washington really excels is the gas tax. WA has the most expensive gasoline in the country because of it. Local taxes are above average. No individual local tax is exceptionally high but there is a tax fee or charge on just about everything.
    You now only have to search 49 other states.
