    I rent my home it needs painted inside is landlord responsible

    If it has to be painted because of code violation, yes. If it passes code and just looks bad, then you have the option to leave at the end of your lease ... or convince the landlord it needs painting. If you are the reason it needs repainting, your security deposit probably will be retained for his cost.
