Learning from history to apply today...Floods--- Insurance vs House boats

Insurance may pay for what you lost in a flood, but are you better off with new stuff or would you be better off having saved all your stuff by making your house float above the rising water?

I dwell in a flood plane. My house is a new double wide manufactured home that cost $100K. It is just above the twenty year flood level and floods wiped everything out two years ago and 8 years before that. I get a break on insurance because the FED pays a big chunk of my insurance. I have $12K in new appliances, an $80K car and a row boat in event of flood. My insurance covers replacement cost and cost me $800.00 per month. If my home floated the insurance company doesn't want to talk about that. I should get some kind of break but they just shut up and say nothing. What up?
