can a modular park landlord/owner legally ask you to buy your rent down, when it's too high?

My rent has no cap on it and I asked the park owner to lower it and he refused telling me that I would have to buy it down! Never heard of that, nor does it sound legal, sounds like a scam to me because if they don't think it's too high, why give me that option?

ASK him/her to put in writing, then you have them elseswise it's your word against theirs unless you have a witness.
