      I'm not sure, but you can do a google search to find out if it is or isn't. Maybe someone else here has some experience with this matter?

        Scam alert. no such thing as google shutting down inactive accounts. Report the email as spam so others dont get it
        Just to stay on the safe side I would advise you to change your passwords.
