You cannot change a jpeg file into a word document. You can imbed a jpeg file into a Word document, so that the jpeg becomes part of the doc and you don't need to save the original jpeg. The downside is that you won't be able to edit the jpeg.
To imbed the jpeg into word, open a Word document. Go to Insert > Picture > From File. In the Choose a Picture window that opens, when you select the jpeg file tick the Save With Document option.
