    If an inmate is being threatened by a guard and searched at every corner but warden won't stop who can you go to?

      I have no idea what state the prison is in so I could not research these for you.

      The institutional inspector, the inspector general or the regional director.

          Maybe the DOJ - the Department of Justice? How about the Bureau of Prisons? Maybe the Attorney General of the US?
