First let it dry, then brush and brush, but don't harm your dog. Then wash the dog in a bathtub and use a good conditioner or some white vinegar mixed with water, to get the soap out. Towel dry the dog, and then brush it out again. Should smell good and look nice.
Its probabbly S*IT. Take the dog outside and wash it down.
Why dogs go out and roll in excrement is beyond me.
