Yes. A fan does using more electricity as it works faster and producing more wind, the significance depends on how many levels of speed does the fan has. Switching from a very low speed to the highest speed probably causes the fan to use a lot more electricity, sometimes even as twice more electricity, but all those parameters depend on the fan itself, there are fans that are made to save electricity, especially newer fans.
