EQUIVALENT:
equal in value, amount, function, meaning
Using this definition, I am hard-pressed to understand how 23 can be equal to 69, unless we are talking about some exchange of money, where 23 value in one country's monetary system is equal to 69 value in another country's monetary system. (If Chelleanne sees this question, she'll find an answer).
