I'm a freshman with this crush on a sophomore who's like a loner with a few friends. Around his friends he's actually really confident around me it all changes he becomes quiet and I'm pretty much the only one talking. But he actually looks directly in my eyes and it's as though he's actually listening to me. Once we spoke and he was fidgeting with his fingers. When I'm around my friends he stares at me, when we pass by each other in the hallway he looks down. I'm not sure if I should move on or give him a chance

It sounds like you are at least on a friendly basis! When it is just the two of you, try to get him talking more by asking a question that has more than "yes" or "no" for an answer.
"What did you think of ....."
"Do you ever wonder ..."
Stuff like that.
