No, he wants to remove all programs and saved things. In other words, bring it back to factory condition, all personal information wiped from it.
Just remember, when someone says they want to wipe their computer clean, they mean the hard drive. You wipe a hard drive to remove any personal information or personal downloads from it.
Just explaining what 'wipe' means in computer lingo for those who did not know. Nothing to do with your comment sunny.
