You betcha the ball is supposed to go over the net!  The trick is to get it over the net at an incredible speed, landing in a spot where it is difficult to return successfully.  If you notice, the second serve is a lot less aggressive than the one that tore the net!  A "double fault" loses the serve, I think, and one only scores when serving.  (???)  Or a double fault gives the opponent the point.  ???
