It is actually "HONG OTOTOXIQUE" and most of the websites that came into view when I searched are in French. My suggestion is to "Google" "HONG OTOTOXIQUE" and look through the websites for one that is in English that can explain better for you. It appears to have something to do with hearing. Here is a short bit of what I found in English:
