Start with knowing something about running a college, have lots of money or lots of backers with a lot of money, buy a really big lot of land to put a lot of buildings on or find a college that has been closed and reopen it. Hire a dean and lots of professors to instruct the classes that will be teaching the courses offered by your college. Make it affordable for students to be able to pay for the courses they take.
