Go to your start menu > Control panel > add/uninstall programs > locate the ask toolbar > click uninstall

It could be an add on or extension then. Go to Tools on your browser and look for add ons or extensions.
Well if it's a toolbar (aka browser) those are the only 2 places you will find them. If it's the ask a question button that bothers you, right click on it and select hide or delete.
