    we were not told where they were going to be put and we have carpark at rear of flats and it makes turning very tight with the meter boxs sited half way up the wall

      We can not answer this (if they will charge you or not), Take pictures, prove your case. If they try to charge you, try a counter suit for damage done to your car by the meters being in the way.
