      Yes they are an eletronic cigarette, my nephew smokes them all the time, he has been on them for over a year now. I think they are supposed to help you stop smoking, not sure if they have any adverse effect on you or not, must be safer than normal cigarettes though.

        It simply means an electronic cigarette, or an electric cigarette. How it works,is that when you inhale on it.......a mist comes out, so you feel like you're smoking , without all the harmful chemicals in it that cigs have.
