You really need more than their name. Even with Facebook, you would have to know at least what country or state they are living in. A private detective or the online people searches might need to know their last known address, birth date, any school they attended or a work place. Anything other than just their name. If you have a way of contacting this person's relatives, that might be a good place to start. Now, in case this person wants to remain hidden from you, I'm not giving any other ideas. 

What is the offense and who is issuing the fine?

I found this person on his message boards ancestry library.com. Lost of people have left him a message and I wanted to do the same thing.
