    how can a taxi over-rank

    our local council has decided to prosecute taxi drivers for so called over-ranking, as this does not cause obstruction but denies us from making a living how can this be legal

      If it doesn't cause obstruction they can't legally do this, over ranking must be proved to be causing obstruction, councils do have ways of getting round these legal obstacles though.
