Did you find it or does it belong to someone you know? Does it still have service? Can you access the phone book on it and maybe text a contact in the phone book to have them get in touch with the owner? Unless you can get in touch with the provider of the cellphone service to see if they can trace an address for the mobile number, I think your only other route is to try a reverse number look up but they only give out address information for a free. Reverse call look up for Ireland.
