Why does the hub assembly on my featherlite 21, heat up and melt?

Originally the hub was loose and burned where it is screwed into the shaft.  I ordered a new one,

had it on tight and used it today.  After trimming I noticed it  beginning to melt where it meets the shaft assembly.
