You refer to top up in GBP so I will presume you are in the UK.
Virgin media and Virgin mobile are entirely separate products, you will be able to have the mobile service without the home TV, phone and internet package.
The only difference is that you can gain extra benefits if you are a dual customer. (free calls to the landline etc)
