Try tools again. Tools > Options tab > Content tab > check mark "Block pop up windows"
If you still can't find it, let me know which browser you use.

im on google chrome .i think its in a different place.
Yup, it's different for Google. Google Chrome blocks pop ups by default but you can manage them on your own too:
Click the Chrome menu
on the browser toolbar.
Select Settings.
Click Show advanced settings.
in the "Privacy" section, click the Content settings button.
In the "Pop-ups" section, click Manage exceptions.
Click the Chrome menu
Select Settings.
Click Show advanced settings.
in the "Privacy" section, click the Content settings button.
In the "Pop-ups" section, click Manage exceptions.
