    if i leave baseboards on wall do i still need spacers when laying laminate flooring

    Yes the floor will expand and contract. You need to give it room to do that.

    By baseboards I take it you mean what we call in the uk skirting boards, you do need to leave a gap of about 6mm around the edge for expansion, you need to fit scotia over the gap when you have finished, this should be fixed to the boarding with thin tacks/ pins.
