When putting a new thermostat into a 1999 Ford Crowqn victoria, does the rubber on the thermostat go below the thermaostat or above it?

We had a cracked manifold on this vechicle and have fixed that problem but we stioll have a leak when we do not put the  thermostat back into the car. Can anyone help us?

It will go wherever water may be able to leak though a connection. I do not know what the set up looks like for a thermostat to water pump connection. Just think logically when looking at it.
