      Yes You can Play Google Play Apps or Android Apps on PC or MAC using Bluestacks . Follow the procedure given here Install Bluestacks on Windows and Mac

        No. Apps created for cellphones can not work on PCs as programming is different for phones than for PCs. See if the app has a separate download made just for PCs.
