"The men is smiling at me" is not grammatically correct. "Men" is plural, so the verb that goes with it should be "are", not "is".
"He is smiling with me" is grammatically correct, but the meaning is a bit unusual. It means that both of you are smiling at the same time, but not necessarily looking at each other.
