It is about the sexuality between the counsellor and the client. The counsellor is under legal obligations not to have any sexual attractions to the client with out there permission other wise this becomes statutory rape. These requirements are highly expected of the counsellor other wise they have broken a code on conduct. I hope you found this very helpful
