Consider .0013 and its respective "columns".
3 in tenths
1 in hundredths
0 in thousandths
0 in ten-thousandths.
I think your confusion is when dealing with decimals (unlike whole numbers) you count "back" from right to left starting with the "tenths" column.
for example:, .3 = 3/10, .13 = 13/100, .013 = 13/1000 and .0013 = 13/10,000
