Where do you live? Country, state... ? Do you live in a rental, condo, or co-op? Are you truly qualified for a placard (you don't say that you are)? If so, it might be as simple as asking the appropriate person. You might even get sympathy from someone who is sorry for your condition, and might be willing to trade.

I live in Texas & I am truly qualified for handicap permit. This is a public apt. complex. I have a permit for my card for places of business schools, etc etc.

Accommodations have to be made for the handicapped, and this is, by no means, unreasonable. If you fail as suggested above, you can probably get a free legal consultation, and explore your options.
